Amazon Web Services, a business unit within Amazon.com, announced plans to establish a new office in Fairfax County and create 500 new jobs.

The multi-million dollar investment is driven by increased demand for the company’s cloud services business. Amazon Web Services provides a low-cost technology infrastructure platform in the cloud for business, government and start-up customers in more than 190 countries across the globe.

The location in Fairfax County provides Amazon Web Services with close proximity to its government customers as well an extremely advanced IT workforce. Virginia has the highest concentration of technology workers according to Cyberstates 2011.

Amazon.com already has a strong presence in the Commonwealth. In 2011, the company announced it would establish two fulfillment centers in Central Virginia for a total investment of $135 million, creating more than 1,350 new jobs.

The company’s focus on providing cutting edge services for its customers is closely aligned with the innovative, pro-business environment in the Commonwealth. According to the U.S. Chamber of Commerce’s Enterprising States 2013, Virginia is the No. 1 state in STEM (science, technology, engineering and math) job concentration and has the No. 1 share of high-tech businesses. In addition, more than 50 percent of the world’s Internet traffic flows through the Commonwealth each day.

World’s Tallest Modular Building—Based in New York, Built in Virginia

Construction has begun on B2 Modular, the first of three residential towers that will make up the 15-building, 22-acre multi-use site called Atlantic Yards in Brooklyn, N.Y.

B2 Modular will be the world’s tallest modular building at 32 stories, approximately 321 feet. 

Virginia-based Banker Steel is currently fabricating the 930 modular steel frame components at its facility in Lynchburg. The steel chassis will then be shipped to the Brooklyn Navy Yard where sheetrock, electrical, plumbing, tile and countertops will be added before final delivery to the building site in downtown Brooklyn.

Banker Steel recently announced it would expand its Lynchburg facility by 45,000 square feet and hire 50 new employees to meet the demand.

It is estimated that 60 percent of construction will be completed off-site in a controlled environment, allowing for significant improvements in safety, efficiency, speed and ultimately costs. Off-site construction is also expected to reduce material waste and minimize the impact to the local community.

Banker Steel was selected for this project as it previously partnered with Forest City Ratner Companies, lead developer of Atlantic Yards. The company fabricated more than 10,000 tons of steel for the Barclays Center sports arena, anchor facility at Atlantic Yards and home of the NBA Brooklyn Nets.

American Electric Power Qualifies Two Data Center Sites in Virginia

American Electric Power (AEP) recently qualified two business parks in the Commonwealth as prime locations ready for data center development—Roanoke County Center for Research and Technology and Wythe County Progress Park.

AEP operates in Virginia as Appalachian Power, and is one of the largest electric utilities in the U.S., serving more than 5 million customers and generating more than 38,000 MW of capacity. 

The company’s rigorous data center qualification process includes an independent review by location consulting firm Biggins Lacy Shapiro & Company and energy advisory group Sugarloaf Associates. Suitable data center sites are selected based on their competitive electric rates, reliable and redundant power supply, strong fiber optic infrastructure, low risk of natural and manmade disasters, moderate climate and business-friendly environment.

Dominion has a similar program and has pre-certified six data center sites in Virginia—Low Moor Mine Site in Alleghany County, Hillcrest Industrial Park in Mecklenburg County, Roanoke River Regional Business Park in Mecklenburg County, Watkins Centre in Chesterfield County, Meadowville Technology Park in Chesterfield County and White Oak Technology Park in Henrico County.

Most notable about these prequalified locations is their geographic diversity across the Commonwealth. In addition to “Data Center Alley” in Northern Virginia, AEP and Dominion have prequalified sites across Central, Southern and Western Virginia.

Virginia data center announcements topped $1 billion in 2012, displaying Virginia’s leadership in the technology sector. More than 50 percent of the world’s Internet traffic passes through the Commonwealth’s state-of-the-art infrastructure.

In its fourth annual Enterprising States study, the U.S. Chamber of Commerce gave Virginia top marks in three out of six categories. Virginia was ranked No. 3 in Overall Innovation and Entrepreneurship, No. 5 in Overall Performance, and No. 5 in Overall Talent Pipeline.

This year’s theme, Getting Down to Small Business, focused on the importance of small businesses to lead the economic recovery, and looked at how states can implement policies to support entrepreneurs.

The study noted the importance of accelerator initiatives, economic gardening activities, business plan competitions, workforce development curricula and international trade programs—all of which Virginia does. Governor McDonnell’s 2012 Year of the Entrepreneur initiative and Virginia’s Business One Stop program received special recognition in the report.

Virginia was able to obtain a No. 3 ranking in Overall Innovation and Entrepreneurship due to its leadership in science and technology. According to the study, Virginia is the No. 1 state in STEM job concentration and has the No. 1 share of high-tech businesses.

The Commonwealth’s high standard of living and No.1 ranking in adjusted median family income helped Virginia to achieve a Top 5 spot in Overall Performance.

The report also noted Virginia’s well-educated workforce, including strong high school advanced placement scores, educational attainment, and higher education efficiency—all contributors to Virginia’s success in obtaining a Top 5 ranking in Overall Talent Pipeline.

These top rankings confirm Virginia’s position as a leading place for small businesses and entrepreneurs. The Commonwealth recently received an “A” for its small business friendliness from The Kauffman Foundation and Thumbtack.com.

Governor McDonnell’s Asia Marketing Mission Yields Positive Results

This April, Governor McDonnell led an economic development marketing mission to California and Asia along with members of his cabinet, VEDP, Virginia Tourism Corp., Virginia Port Authority and Virginia International Terminals, and the Virginia Department of Agriculture and Consumer Services.

The 16-day mission included meetings with companies in California looking to expand on the East Coast, as well as meetings with companies in China and Japan to discuss potential investment in the Commonwealth and trade opportunities with Virginia companies.

The trip has already yielded positive news, including announcements for two Virginia companies—Hamilton Beach Brands, Inc. and JTI Leaf Services.

Hamilton Beach will soon be expanding sales of its household electric appliances in China. On April 22, Governor McDonnell attended the signing of a contract between Chinese distributor Yingli and Yihaodian, the fastest-growing integrated ecommerce company, to sell Hamilton Beach products in China.

Hamilton Beach is a current participant in VEDP’s award-winning Virginia Leaders in Export Trade (VALET) program. The program helps established Virginia companies increase international sales.

On April 23, JTI Leaf Services announced a $7.5 million investment to upgrade equipment at its facility in Danville, Va. Governor McDonnell met with officials from parent company Japan Tobacco while in Tokyo. Southern Virginia was selected for its rich history in tobacco production which includes an experienced workforce to support the industry.

Governor-led marketing missions provide a unique opportunity to promote Virginia’s pro-business story on the international stage, and the Governor’s presence can open doors at the highest levels to build relationships that win business for the Commonwealth.

Last week, Orbital Sciences completed the first launch of its Antares rocket from the Mid-Atlantic Regional Spaceport (MARS) Pad 0A at NASA’s Wallops Flight Facility on the Eastern Shore of Virginia.

This first launch is a positive outcome of the public-private partnership between Orbital Sciences and the Virginia Commercial Space Flight Authority (VCSFA). The two have partnered since 2008 to develop and improve Pad 0A, the liquid-fuel-capable launch facility at MARS.

As a test flight, the purpose of this mission was to launch the Antares rocket and deliver a payload similar in mass to the Cygnus spacecraft into the Earth’s orbit. In addition, the mission also launched three smartphones into orbit to test them for use as satellites.

The test flight is the first of 10 Antares missions scheduled from MARS. Orbital Sciences will next perform a demonstration mission, followed by eight resupply missions, delivering cargo to the International Space Station.

As part of the new era of space exploration in the U.S., NASA is increasingly relying on corporate partners through its Commercial Orbital Transportation Services program. In December 2008, NASA awarded Orbital Sciences a $1.9 billion Commercial Resupply Services contract to complete the eight resupply missions.

Through MARS, Virginia offers one of only four commercial sites authorized by the FAA for orbital space launches. MARS provides safer and lower cost access to space with an ideal trajectory for earth orbit insertion.

Virginia received an “A” for the second year in a row from Thumbtack.com’s Small Business Friendliness Survey.

The Commonwealth also improved its rank to No. 6 in the annual study. The Kauffman Foundation and Thumbtack.com surveyed more than 7,700 small business owners nationwide to obtain the results.

Virginia outshined its competition in the mid-Atlantic. In the category of overall friendliness, Virginia received an “A” while Maryland received a “C,” North Carolina received a “B+” and Tennessee received a “B+.”

Virginia also received “A’s” for its ease in starting a business, regulations, and training and networking programs.

“For the second year, Virginia set an outstanding example of providing a supportive environment for small business,” said Sander Daniels, co-founder of Thumbtack.com. “Our research with thousands of small businesses points to the importance of clear and consistent regulations and relevant training programs, and these are exactly the areas where Virginia excels.”

Another bright spot for the Commonwealth is Virginia Beach, which received an “A+” and was ranked the No. 2 city for overall friendliness and No. 1 city for ease in starting a business.

On Thursday, Lieutenant Governor Bill Bolling attended a ceremony in Rockingham County to announce the expansion of The WhiteWave Foods Company’s Mount Crawford plant. The company plans to add a warehouse facility and machinery through a $69.8 million investment, creating 36 new jobs.

WhiteWave Foods is a leading producer of premium food and beverage products. This expansion will allow the company to meet growing demand for its Silk®, Horizon Organic®, International Delight® and LAND O LAKES® products, as well as improve plant efficiency.

The Mount Crawford plant has successfully operated in Virginia for 25 years and currently employs more than 400 skilled workers.

Virginia successfully competed against Texas for this project and was chosen for its strategic East Coast location and world-class workforce.

The company has invested more than $190 million in the Mount Crawford plant since the year 2000.

This expansion adds to the thriving food and beverage industry across the Shenandoah Valley region, which includes McKee Foods, Hershey Foods, Perdue, MillerCoors, and recently announced Shamrock Farms.

Food and beverage companies have invested more than $285 million and created 608 jobs in Virginia so far in 2013. These companies continue to choose the Commonwealth due to its premier location, transportation network, workforce, and low-cost operating environment.

From an event at Greencore Groups’ facility in Stafford County, Governor McDonnell announced the company’s plans to invest $5.75 million and create 350 new jobs in the Fredericksburg region. This is the company’s first Virginia facility following its April 2012 acquisition of the former Marketfare Foods, LLC.

Headquartered in Dublin, Ireland, Greencore Group is a leading producer of convenience food and prepared meals, including fresh sandwiches, salads and pastas. Governor McDonnell met with company officials in Ireland during his July 2012 European Marketing Mission.

The expansion will allow Greencore to better serve Mid-Atlantic customers, as well as expand its footprint along the East Coast.

One reason Virginia was selected for this expansion was because of the company’s positive experience with its current workforce, as well as the ability to recruit from the talented labor pool in the region.

Another benefit Virginia provided to the company was access to high-quality produce through the Commonwealth’s rich agricultural supply. The Governor recently announced that Virginia’s agricultural exports reached an all-time high of $2.61 billion in 2012.

This announcement is part of a banner two-week period for Virginia’s food and beverage industry—the Commonwealth saw the creation of 615 new jobs and more than $181 million in capital investment from four projects in this thriving sector.

On Monday, the Commonwealth Center for Advanced Manufacturing (CCAM) celebrated the grand opening of its 62,000-square-foot facility during a ribbon-cutting ceremony attended by Governor McDonnell. The facility is located adjacent to the 1,000-acre Rolls-Royce Crosspointe Campus in Prince George County, Va.

CCAM brings together Virginia’s leading manufacturing companies and top educational institutions in order to expedite research and turn ideas into real-world technologies and solutions. The research center focuses on two areas—surface engineering and manufacturing systems. 

The facility received its full certificate of occupancy in September 2012 and has grown to include 15 manufacturing companies—Canon Virginia Inc., Chromalloy, Newport News Shipbuilding, Rolls-Royce, Sandvik Coromant, Siemens, Sulzer Metco, Aerojet, Hermle Machine Company, Mitutoyo, TurboCombustor Technology Inc., Buehler, Cool Clean Technologies, GF AgieCharmilles, and Blaser Swisslube.

In addition, the three founding universities are Virginia State University, Virginia Tech, and University of Virginia, which collectively have 50 students completing internships at CCAM.

The applied research center includes a 16,000-square-foot high bay area, five machining labs, five computational labs, a 3-D visualization lab, conference rooms, and open and modular workstations. CCAM is currently hiring and expects to have more than 100 employees made up of engineers, scientists and analysts.

According to Governor McDonnell, CCAM is a “one-of-a-kind asset.” The collaborative nature of the facility and its ability to bridge the gap between research and commercialization is expected to advance Virginia as a hub of advanced manufacturing.

Mexican Company Announces First U.S. Location in Pulaski County, Va.

From New River Community College last week, Governor McDonnell announced that Red Sun Farms will establish its first U.S. location in Pulaski County, Va., to produce organic, greenhouse grown tomatoes. The $30 million investment will create 205 new jobs over the next five years.

Part of the Agricola El Rosal group based in Mexico, Red Sun Farms produces tomatoes, bell peppers and cucumbers using greenhouse hydroponics. The company’s high technology includes the use of hot water heating, carbon dioxide injection, climate control and fully-automated irrigation.

With plans to build a 45-acre greenhouse operation, Red Suns Farms will be the first tenant in the New River Valley Commerce Park, a 1,000-acre industrial site located four miles from I-81 and 30 minutes from Virginia Tech.

Virginia was able to successfully compete against Tennessee because Pulaski County offered the right mix of resources, including ideal climate conditions, a ready workforce, and a central location providing prime access to East Coast markets.

In addition, Pulaski County offers excess water capacity combined with very competitive electric rates. The region maintains its skilled workforce through access to 12 colleges and universities within a 60-mile radius, and provides a strong quality of life through two state parks, the Jefferson National Forest, and close proximity to the Appalachian Trial and Blue Ridge Parkway.

Virginia’s food and beverage industry continues to build momentum—just last week the Governor announced more than $176 million in capital investment and 265 new jobs in this growing sector.

Staying Focused on What Really Matters

As 2016 comes to a close, we want to recognize the economic development profession throughout Virginia that works tirelessly for the common good, and in particular, to the dedicated employees of the Virginia Economic Development Partnership Authority (VEDP).

As leaders of the Board of Directors of VEDP—which by anyone’s measure, just experienced its most difficult year of operation since its formation in 1995—we are wrestling with deep problems facing VEDP, the economy and some systemic ones woven into the very fabric of how our Commonwealth approaches economic development. We are, however, optimistic because we know that economic development partners across the state are taking actions necessary to fortify Virginia’s future.

For our part, the VEDP Board is engaged. In 2014, Don Seale, then Chairman of the VEDP Board of Directors, realized that fundamental changes were needed inside the organization.  Don called for the creation of a Chief Operating Officer position and recruited Dan Gundersen to help reset VEDP. Dan’s initial focus was on strategic direction, creative programming, engaging employees, and assuring greater management control and accountability procedures.

We began to peel back the layers of VEDP. Dan Gundersen produced for the Board a first-ever Strategic Review that serves today as the guidepost for a 3-5 year action strategy for VEDP. A new compensation plan was adopted which provided pay equity across positions. We evaluated funding models for 49 other states’ economic development entities, produced new top-line metrics, put in place a robust communications strategy for the external partners and encouraged new avenues for employee input and engagement.   

We (Chris Lumsden and Dan Clemente) succeeded Don Seale as Chairman and Vice-Chairman respectively and the first thing we decided to do was to hear from our stakeholders. We conducted a Listening Tour that involved over 150 economic development professionals, public officials, and business interests in all regions of Virginia and more than 80 counties. We learned that over several years’ time, VEDP’s approach to marketing and deals had alienated many of its stakeholders and contributed to a crisis of confidence.

In March of this year, we asked Dan Gundersen to serve as Interim President and CEO, as well as COO, to help turn around VEDP. He demonstrated great courage and collaborative leadership skills in managing VEDP during a period of serious political stress and organizational crisis. Working with the Board’s Finance and Audit Committee, the VEDP team put in place solid due diligence procedures for discretionary grants, cleaned up twenty years of Governor Opportunity Fund records, and delved into data integrity and integration issues. VEDP also moved its 55,000 square-foot headquarters to new space that saved the Commonwealth over $1.8 million. The new headquarters is designed with open spaces and glass offices and, quite literally, sends a clear message to all that VEDP is a transparent organization that is reinventing itself for the next generation of economic development.   

By mid-summer, again with direct involvement of key Board leaders, input from the Joint Legislative Audit & Review Commission (JLARC) team and independent management consultants, VEDP was prepared to roll out a reorganization. Dan Gundersen successfully led VEDP through the difficult reorganization process, with input from a core planning group, cross-functional work teams, and facilitated focus groups of employees throughout the organization. Three new market-facing divisions were established: Business Investment, Competitive Initiatives and Workforce Development. They operate alongside VEDP’s International Trade team to support businesses.

New management in key spots has infused new energy and determination to have VEDP become recognized as the very best economic development organization in the country. We are pleased that Stephen Moret will join us at the helm in January.

Our work is not over—far from it. But we have laid a solid foundation on which to build a bright future for economic growth in Virginia. This would not have happened without the active support of Virginia’s economic development professionals. We thank you and look forward to continuing to work closely with you as we enter into the new year with renewed confidence and enthusiasm.

VEDP Chief Operating Officer Dan Gundersen was awarded the International Economic Development Council’s 2015 Honorary Life Member Designation.

Gundersen was presented with the award this past Monday during the IEDC Annual Conference in Anchorage, Alaska. He also served as moderator of the first session at the conference, “How to be a World Class Economic Developer,” where he led a panel with representatives from four continents who discussed innovative approaches and trends in economic development.

“The designation of Honorary Life Member is given by IEDC to an active or former member who is progressing the profession of economic development as a teacher, or, who has motivated others in several communities,” said JoAnn Crary, CEcD, Chair of the International Economic Development Council and President of Saginaw Future Inc. “Mr. Gundersen has been dedicated to our industry and has, indisputably, earned this distinction.”

VEDP created the COO position in the spring of 2014 to manage all day-to-day operations and develop competitive strategies for success. Gundersen was recruited to the job in Virginia due to his deep background as a senior economic development official in three other states:  New York, where he reported directly to the governor, both as Commissioner of Economic Development and as Upstate Chairman for the Empire State Development Corporation; Pennsylvania, where he held the number two job as Executive Deputy Secretary; and Maryland, where he was Assistant Secretary for Business Development.

At the metropolitan level, he led economic and workforce development efforts for Baltimore County, Md., where he produced the county’s first economic development operations strategy, and before that worked in Philadelphia with business leaders and the mayor to form public/private partnerships in impoverished neighborhoods. 

Throughout his career, Gundersen and his teams helped structure deals resulting in the creation and retention of more than 150,000 jobs. These projects include world, North American and regional headquarters facilities.

“As economic developers, our job is to help produce economic growth so that businesses succeed,” said Gundersen. “How we do that is complex. Why we do it, is what really matters. For me, economic development is about making a positive difference in people’s lives and communities. It’s that simple and powerful.”

VEDP’s COO Dan Gundersen was selected to speak at the fourth annual White House Forum on Economic Development hosted by the International Economic Development Council and SelectUSA.

This one-day summit allows a select group of economic development leaders from around the country to directly engage with senior members of the Obama Administration on topics with the greatest potential to impact job creation, such as infrastructure development, international trade and attraction, and manufacturing.

Gundersen will participate on a four-person panel entitled “Targeting and Landing Prospects:  Best Practices in International Attraction,” moderated by Peggy Philbin, Deputy Executive Director and Chief Operating Officer of SelectUSA. He is the only state representative and will be joined by regional economic developers from Phoenix, Minneapolis/St. Paul and southeastern Michigan.

Gundersen will highlight Virginia’s presence around the globe, the Governor’s missions and recent successes of the VEDP team. 

“The White House Forum is a tremendous opportunity to meet with senior officials and discuss ways in which federal, state and local groups can work together to advance economic development and job creation. It’s an honor to be included with such a distinguished group to discuss the challenges facing our nation and the opportunity to broaden our message globally that the U.S. is a great location for business and investment,” said Gundersen.

Virginia will be well-represented as Barry Matherly, President and CEO of the Greater Richmond Partnership, was selected to moderate a panel on the next generation of manufacturing. Matherly also serves as the Vice Chair of the IEDC.

Dan Gundersen joined VEDP as Chief Operating Officer this May, where his focus is on running the day-to-day operations of VEDP. Dan’s full profile is available in the summer issue of Commerce Quarterly

To help you get to know Dan, here’s an interview we recently did to see how his first few months are going.

Q:  What has your first 75 days been like?

A:  It’s been focused entirely on the internal operations of VEDP. For many years now, VEDP has operated as a flat organization with the different department heads reporting directly to the CEO. With the recent reorganization and refocusing of VEDP’s initiatives, it became clear that there was a need for a coordinating role to help bring the operations into better alignment and to provide a more targeted and strategic focus for our efforts. And that’s really what my job is all about.

Q:  What specifically have you focused on?

A:  Performance metrics for the economic development profession has been something that I’ve focused on for years now. I’ve served on the board of the International Economic Development Council for a long time and have championed this cause. Recently I co-chaired the first ever performance metric analysis for the economic development profession with the IEDC called Making It Count:  Metrics for High Performing EDOs. The goal there was to be able to identify those metrics that can help us better tell the story of what we do and why we do it. Today it’s not just about jobs created and leveraging public sector dollars. The IEDC report provides more than 200 new measures that economic development groups can use. We’re taking a couple pages out of that book to help VEDP better describe the impact of its work. At the September VEDP board meeting we will introduce several new metrics to be able to assess our progress.

Q:  What does VEDP do really well?

A: In one word — deals. Martin Briley has an incredible ability to focus on the deal pipeline and knows the nuances of every single deal inside and out. He’s living and breathing our Salesforce database, and I think that has helped drive productivity to a very high level. 

Of course, exceeding goals is possible only if you have really good talent among staff, terrific esprit de corps, effective partnerships, and an incredible devotion to what I would call a “cause.” VEDP staff represents one of the most committed organizations that I’ve ever had the privilege of working for. In a way, that makes my job so much easier.

Q:  What challenges do you see ahead?

A:  The world of economic development is changing so quickly and we’re expected to be so many things to so many people. One of our biggest challenges is going to be keeping our focus on those things that we do well, while also being a thought leader and an advocate for the business community, a catalyst for launching new ideas, and even at times a broker of resources for others so that together we can bring about greater economic gain for the state. That’s why it’s important that VEDP develop its own strategic operating plan that builds on regional assets and that aligns seamlessly with the overall economic strategy that the Administration will be producing later this year. Right now, that’s probably my top priority.

Q:  Where are you focusing your efforts for FY15?

A:  The new strategic operating plan will highlight a few areas where we believe we can focus more of our attention and resources. One of those will be with identifying and assisting high growth firms. Research shows that high growth firms in any regional economy account for upwards of 70-80 percent of the net new jobs, and yet, these firms account for less than one percent of all business establishments. You’re going to see VEDP develop a very sophisticated strategy for making sure we are meeting the needs of these businesses better than any other state.

Another area will be an intense focus targeting foreign direct investment and assisting firms that wish to conduct trade in emerging markets around the world.

Finally, VEDP is going to be aggressively positioning itself with brand development and targeted marketing to be able to identify firms that could and should be in Virginia. It’s all about sustained and profitable growth and Virginia has all of those fundamentals to make it happen.
