The Commonwealth Graduate Engineering Program (CGEP) recently celebrated its 30-year anniversary at an event in Richmond, Va., hosted by CGEP and VEDP.

CGEP offers Master’s degrees and certificate programs for engineers and scientists seeking to further their education while remaining in the workforce. Students can pursue degrees in Computer Engineering, Civil & Environmental Engineering, Electrical Engineering, Engineering Administration, Environmental Science & Engineering, and Systems Engineering.

What is most unique about the program is its distance learning model, which includes both online courses and televised courses offered at more than 25 sites across Virginia. CGEP uses the latest interactive video conferencing technology, allowing for two-way audio and video to provide an interactive classroom experience for students.

In addition, graduate students can personalize their program by taking advantage of courses offered by any of the five participating universities, which include George Mason University, Old Dominion University, University of Virginia, Virginia Commonwealth University, and Virginia Tech.

During the 2011-2012 academic year, total enrollment in CGEP increased by 10 percent to 6,759 students. CGEP attributes this growth to increased offerings in online coursework, allowing busy graduate students to take classes anywhere, anytime.

CGEP is another example of the innovative programs offered by Virginia’s prestigious higher education institutions to ensure a solid pipeline of skilled employees is ready to fulfill industry needs.

Liebherr Mining Equipment Newport News Co. recently announced plans to expand its advanced manufacturing operation in Hampton Roads, Va., through a $45.4 million investment, creating 174 new jobs. 

The Liebherr campus is located in Copeland Industrial Park, which covers two Virginia cities—Newport News and Hampton.  

Liebherr, part of the Liebherr Group based in Switzerland, is known as a leading manufacturer of construction and mining equipment. The expansion will allow the company to meet demand for its mining trucks as well as develop new models.  The company expects to produce 240-ton, 320-ton, and 400-ton models.

In addition to increasing capacity and adding production equipment, this investment also enables Liebherr to expand its office and warehouse space. The company plans to add a training center as well as augment its material flow process.

Established in the Hampton Roads region in 1970, the company’s 40-year history and decision to further invest in Virginia speaks to its positive experience with the Commonwealth’s skilled workforce and pro-business climate.

The Hampton Roads location also offers close proximity to the international Port of Virginia. The company’s equipment is shipped worldwide, and the Port of Virginia offers access to 250 ports in more than 100 overseas locations. In addition, it is the only port on the U.S. East Coast able to handle post-Panamax vessels as first port of call.

Last week, Governor McDonnell announced the establishment of the Commonwealth Center for Advanced Logistics Systems (CCALS) in Prince George County, Va.

This public-private alliance will focus on solving logistics challenges and bringing solutions to market more quickly by partnering Virginia’s leading universities and logistics companies. Founding members include Longwood University, UVA, VCU, VSU, Logistics Management Resources, and LMI.

The expertise of the founding members includes a variety of disciplines within the logistics industry, such as supply chain risk management, modeling and simulation, large-scale data management, enterprise system integration, and workforce development.

To foster a collaborative research environment, the CCALS facility is expected to include computation and large-scale data mining laboratories, as well as a production warehouse for advanced simulation experiments.

In addition to bringing solutions to market more quickly, CCALS will allow industry members to influence the curriculum and workforce development programs at participating universities, as well as obtain access to the quality pipeline of graduates entering Virginia’s workforce each year.

CCALS complements Central Virginia’s existing logistics hub, which already includes the U.S. Army’s Logistics University at Fort Lee, two distribution centers, and significant UPS and FedEx operations.

Virginia continues to build upon the reputation of its premier logistics network, which includes six interstate highways, nine commercial airports, 14 railroads, including two Class I lines, and the International Port of Virginia, which is the only East Coast location in the U.S. able to handle post-Panamax vessels as first port of call.

Yesterday, Daikin McQuay announced plans to invest $9.2 million to expand its facility in Augusta County, creating 50 new jobs.

A subsidiary of Fortune 1000 company Daikin Industries, Daikin McQuay is the largest HVAC and refrigeration company in the world. The company designs flexible HVAC solutions for commercial, industrial and institutional markets with a focus on high energy efficiency.

The expansion will allow the company to better serve its global customers through the addition of a testing area to demonstrate the performance of its products using a variety of metrics.   

Daikin McQuay has found success in Augusta County for almost 60 years, tapping into the engineering and technical expertise of the local workforce. The center of the company’s industrial chiller operation is located at the Augusta County facility.

Governor McDonnell met with company officials during his Asia Marketing Mission in 2011, as well as during marketing trips to New York in 2011 and 2012 to tout Virginia’s premier business environment.

The Virginia Beach Economic Development Authority and Hampton Roads Partnership have joined together to launch the Virginia Beach Economic Gardening Initiative.

The economic gardening program will allow local entrepreneurs access to resources and information typically only available to larger, more established companies. 

Specifically, the Virginia Beach initiative will provide high-tech research tools so participating companies can analyze their strategy and market dynamics. The program includes access to advice from seasoned entrepreneurs through a partnership with the Service Corps of Retired Executives.

In addition, companies will receive 35 hours of support from a national team with expertise in marketing, data analysis, geographic information systems, and social media. The program is available to 10 companies each year, and the first three companies selected include Morphix Technologies Inc., Virginia Toy & Novelty Co., and Klett Consulting Group Inc.

Economic gardening is a growing trend in economic development circles. Holding to the theory that entrepreneurs drive local economies, adherents support these smaller business owners by providing resources in the community to help businesses grow. This grass-roots approach, popularized by MIT researcher David Birch, is a complement to the more traditional economic development model of recruitment and retention.

This week, the Virginia Biosciences Health Research Corporation (VBHRC) announced its establishment to foster scientific research and provide a venue for public/private partnerships with Virginia’s leading universities.

The five founding universities include Eastern Virginia Medical School, George Mason University, University of Virginia, Virginia Commonwealth University and Virginia Tech. VBHRC will also include an 11-member Project Management and Oversight Panel as well as a 13-member Board of Directors.

VBHRC’s mission is to encourage industrial partnerships and increase corporate-sponsored research at Virginia’s universities to augment the Commonwealth’s growing biotech industry. VBHRC’s ultimate goal is to develop life sciences technology that can be used to start new companies and create jobs.

The research focus of VBHRC includes bioinformatics and medical informatics, point of care diagnostics, and drug discovery and delivery.

VBHRC joins a list of leading research institutes in the Commonwealth, including SRI International, the Howard Hughes Medical Institute, 11 Federally Funded R&D Centers, and 20 FLC Laboratories.

Virginia continues to gain recognition for its life sciences industry and was recently ranked the No. 2 Emerging Biotech Hub in Business Facilities’ 2012 State Ranking Report. With its central location in the mid-Atlantic life sciences corridor and strong technology and life sciences workforce, Virginia is home to nearly 800 biotech companies.

Last week, Microsoft announced plans to invest $348 million to expand its latest generation data center campus in Mecklenburg County, Va., creating 30 new jobs.

Fueled by strong customer demand for its cloud services, this investment will allow Microsoft to construct two additional buildings on its existing Mecklenburg County campus. In 2010, Microsoft announced a $499 million investment to establish this facility, followed by a $150 million expansion in 2011, bringing Microsoft’s total investment in this location to almost $1 billion.

With its modular technology and advanced cooling mechanics, the Mecklenburg County location is one of Microsoft’s most advanced data centers. In addition, Microsoft is purchasing renewable energy credits to offset all carbon emissions at the site.

Southern Virginia’s ability to provide a world-class data center location is due in part to infrastructure developed by the Mid-Atlantic Broadband Cooperative (MBC). Established several years ago to support underserved areas, today MBC owns and operates more than 1,500 miles of fiber optic network in Southern Virginia as well as a long-haul fiber network.

Virginia continues to be a prime location for data centers—data processing was the dominant sector for investment in the Commonwealth in 2011, at more than $960 million. Offering companies both the advanced broadband infrastructure and highly-skilled technical workforce, Virginia is poised to continue its growth in this sector.

In addition, the Commonwealth’s favorable electricity rates and Retail Sales and Use Tax Exemption on computer equipment used in data centers provide a strong competitive advantage to companies.

Virginia Recognized as Top State for Green LEED Certifications in 2012

Last week, the U.S. Green Building Council (USGBC) ranked Virginia as the top state for Leadership in Energy and Environmental Design (LEED) certifications in its annual ranking.

In 2012, Virginia certified 170 projects, which encompassed 29.7 million square feet of LEED-certified space. With 3.71 square feet of certified space per capita, the Commonwealth moved up two places from last year.

Cooper Vineyards of Louisa County was recognized as the first winery on the East Coast to achieve LEED Platinum status.

USGBC is an international organization made up of 77 chapters, 13,000 member organizations, and 181,000 LEED professionals with a mission to build a more sustainable future.

USGBC manages LEED, one of the most renowned green building programs in the world. LEED provides certification programs for the efficient and environmentally-friendly design, construction and operation of a variety of buildings. According to USGBC, LEED certifies 1.6 million square feet of building space each day.

JMU Helps Build Virginia’s Cyber Security Workforce

Virginia’s cyber security capabilities span the Commonwealth, and one such hub is located around James Madison University (JMU) in the Shenandoah Valley Region.

With an information security program that began in 1999, JMU’s Computer Information Systems (CIS) program was ranked 9th among all Information Systems programs by Bloomberg Businessweek in 2012.

JMU prepares students for cyber security careers with an impressive offering of undergraduate and graduate programs that allow students to earn National Security Agency and Department of Homeland Security certificates along the way. Employers are taking notice—JMU graduates are being snapped up by marquee IT and consulting firms, including IBM, CGI, Accenture, Deloitte, KPMG, PWC, as well as a number of government agencies.

One of the more unique aspects of the CIS programs at JMU is the level of engagement among students and the community. 

On campus, JMU students participate in student clubs that compete nationally, such as the Computer Forensics Group and the Cyber Defense Club. In addition, the JMU Association of Information Technology Professionals (AITP) Student Chapter is the largest AITP student chapter in the U.S. AITP is the leading worldwide society of professionals in the IT industry.

JMU also engages the community through Cyber Defense Boot Camp, a summer program for high school technology teachers, and CyberCity, a program introducing disadvantaged high school students to careers in the CIS field.

Home to the Institute for Infrastructure and Information Assurance, JMU has partnered with George Mason University, the University of Virginia, and other public and private sector institutions on more than 60 research projects in the information security field.

VSU Part of Team Awarded $400 Million U.S. Army IT Contract

Virginia State University (VSU) recently announced it was selected as part of a 16-member team awarded a $400 million IT contract with the U.S. Army.

The Information Technology Services-Small Business (ITS-SB) contract was awarded by the Army Contracting Command-National Capital Region (ACC-NCR) and the Army Computer Hardware, Enterprise Software and Solutions (CHESS) groups as part of a competitive bid process.

The selected partners will support the U.S. Army’s enterprise infrastructure needs by providing a full spectrum of innovative IT services and solutions.

Eight of the 16 selected partners are based in Virginia, including lead-company Tantus|OnPoint. The other Virginia companies/institutions are: Advanced Resource Technologies Inc., CACI, Lunarline Inc., Strohmeir Consulting LLC, Systems Integration & Management Inc., VSU, and Zenetex LLC.

According to VSU, the university will provide support in the areas of Information Assurance, Independent Verification & Validation, Internet Protocol Version 6, Migration and Integration Services, and Warranty and Maintenance.

VSU was selected as one of only two universities to participate in the partnership. The university has a strong legacy of supporting U.S. Department of Defense contracts.

VSU has received multiple accolades for its innovation in IT. VEDP blogged last year about VSU’s Reginald F. Lewis School of Business winning three awards for its “Digital at the Core” initiative, which delivers core curriculum through digital textbooks, MP3 audio chapters, MP3 study guides, and downloadable quizzes and flashcards.

The Prince William County Science Accelerator recently opened its doors, offering an innovative location for early stage life sciences companies in the Northern Virginia region.

The 9,000-square-foot facility offers companies wet lab space for lease that can be built-out to meet specific client needs. Building on the existing industry cluster in the region, the Science Accelerator is expected to serve as a catalyst, accelerating the growth of smaller life sciences companies.

The Science Accelerator is located at Innovation Technology Park, a world-class research and technology park in Prince William County. Anchored by one of George Mason University’s campuses, the 1600-acre corporate park is 20 miles from Washington Dulles International Airport and 30 minutes from the Capitol Beltway. The high-tech hub is home to numerous corporate and institutional clients, including the Virginia Department of Forensic Science, the FBI Northern Virginia Resident Agency, Mediatech, ATCC, and the GMU/NIH Biosafety Research Lab.

Another example of the many successful public-private partnerships in Virginia, the Science Accelerator was developed by the Prince William County Department of Economic Development, Rinker Design Associates P.C., and NAL Research.

Virginia’s Wind Industry Moves Forward On and Offshore

The federal Bureau of Ocean Energy Management (BOEM) recently initiated a Call for Information and Nominations to determine industry interest in commercial wind energy leases in federal waters off Virginia’s coast. This announcement is a significant milestone advancing Virginia’s offshore wind industry and moving the Commonwealth closer to claiming the title, “Energy Capital of the East Coast.”

Industry participants will have 45 days to respond to the Call, after which BOEM will determine whether the leasing process will be competitive or not. The Call Area was determined by the Virginia Renewable Energy Task Force in an effort to balance offshore wind development with protection of the environment and shipping interests. BOEM recently completed an environmental assessment of the area and determined that there would be “no significant impacts” in issuing these leases.

Virginia has already made significant strides in developing its offshore wind energy assets. The Commonwealth’s ideal combination of strong Class 6 winds and shallow waters that allow for the easy installation of turbines has attracted a number of players in the global supply chain.

Last October, Virginia’s Northampton County was selected as the site for Poseidon Atlantic, the first comprehensive testing and certification facility for both offshore and land-based wind turbines in the U.S. Poseidon Atlantic recently installed its first Light Detection and Ranging (LIDAR) monitoring position in Northampton County. The LIDAR system is about the size of an air conditioner and uses laser technology to measure wind speed, direction, frequency and strength. This project will be uniquely able to test and certify the entire wind turbine (as opposed to testing component parts).

In addition, Gamesa Technology Corp. and Newport News Shipbuilding, a unit of Huntington Ingalls Industries, have launched the Gamesa Offshore Wind Technology Center in Chesapeake, Va. The center has made significant strides in developing an offshore testing facility in the Chesapeake Bay, off the Eastern Shore. The test site has been identified and submarine testing of the ocean floor has begun. The test site is expected to be complete in late 2012 to early 2013.

Virginia’s Noblis Center for Applied High Performance Computing is Open for Business

Deputy Secretary of Commerce and Trade for Rural Economic Development Mary Rae Carter joined state and local officials to celebrate the opening of the Noblis Center for Applied High Performance Computing (CAHPC) in Danville, Va., last Friday. CAHPC is home to the Cray XMT2, the latest generation XMT and the only XMT supercomputer in the U.S. outside of a federal or academic setting.

Taking the power of High Performance Computing (HPC) out of the lab, CAHPC will allow companies convenient access to a supercomputer to solve advanced, real-world problems involving large amounts of data. This access to a supercomputer is unprecedented outside of federal or academic setting and removes the cost barrier to entry for smaller Virginia businesses.

Initially announced in June 2011, one of the goals of this project is to build on the success of Danville’s burgeoning River District by attracting additional high-tech companies. Located on the Dan River, the area’s historic buildings are being renovated and quickly becoming a hub for technology companies. Luna Nanoworks, Lifebatt, Infinity Global Packaging and Horizontech have already invested in the area.

While Northern Virginia is certainly an impressive IT hub, Danville’s location in Southside Virginia illustrates the expansiveness of Virginia’s high-tech capabilities throughout the Commonwealth. Virginia has the highest concentration of high-tech companies as well as the highest concentration of high-tech workers according to Enterprising States 2011: Recovery and Renewal for the 21st Century prepared by Praxis Strategy Group and Cyberstates 2011, respectively.

A Rolls-Royce Style Celebration

It’s not unusual for companies to recognize their customers at milestone celebrations.

It’s not even that atypical to give customers some podium time.

But when the customer is the United States Marine Corps, and they arrive at a Rolls-Royce North America event in a Bell-Boeing V-22 Osprey, a multi-mission, military tiltrotor aircraft powered by a Rolls-Royce engine, that’s a bit out of the ordinary.

Not one—but two—40,000-pound V-22s appeared from out of nowhere this morning to usher in construction of Rolls-Royce North America’s first U.S. built-from-the-ground-up manufacturing facility in Prince George County, Virginia. Located on more than 1,000 acres, Crosspointe is the company’s largest site by area in North America, where Rolls-Royce will manufacture, assemble and test a range of aerospace components and products. Initial Rolls-Royce investment is $170 million, with a project total anticipated to be about $500 million. The first phase of work will create about 140 jobs, and Rolls-Royce expects to hire a total of 500 workers before all is said and done. The project was announced in November 2007.

Instead of the typical shovel-piercing-ground ceremony, Rolls-Royce North America CEO Jim Guyette and Virginia Governor Tim Kaine hoisted two flags—one bearing the Rolls-Royce logo and the other symbolizing the Commonwealth of Virginia—with help from none other than the Marines themselves.

We tout Virginia’s East Coast location as both a premium tourism destination and an economic development plus. For tourists, Virginia offers beautiful beaches and an oasis for water sports enthusiasts. But Virginia’s geographic fortune, particularly in the Hampton Roads region, also lends itself to an industry that is growing in importance. Our coastal seat is a cream-of-the-crop location for offshore wind projects.

The Hampton Roads region is well positioned to become a hub for offshore wind supply.  According to the U.S. Department of Energy, Virginia offers a class 6 (outstanding) wind power classification within 10-15 miles of shore and within close proximity to major power demand centers. The risk of major hurricane strikes is minimal in the Commonwealth, which boasts a robust coastal transmission grid, and Virginia is one of only 10 states to possess a shallow water resource base, which is important for turbine placement.

Class 6 winds are located virtually beyond the visual horizon, so those folks who loathe the idea of a turbine view need not worry. They would barely be seen, even on the clearest of days.

Virginia and its partners are working to leverage the Commonwealth’s assets to become a leading provider of wind energy. University partners, including James Madison University, Old Dominion University, William & Mary (VIMS), the University of Virginia and Virginia Tech are engaged in wind research and development, as are corporate partners such as Dominion Power, AREVA, GE Energy, SAIC, and NASA Langley Research Center. Most recently, Dabney S. Lancaster Community College began assembling a wind energy turbine technician training curriculum that covers everything from wind safety to turbine troubleshooting and repair. The college plans to offer the curriculum in 2010.

When the companies come a knockin, we hope to be ready. The Commonwealth’s wind potential is already attracting attention from energy industry leaders such as AREVA, a major Virginia employer that is seeking a location for future wind turbine manufacturing plants. In a recent Daily Press article (,0,7182547.story) , it was estimated that construction of 100 wind turbines off of Virginia’s coast could create 8,000-10,000 new jobs. How’s that? Turbine manufacturers want to be close to their client.

Wise County in Southwest Virginia last week approved BP Wind Energy’s and Dominion’s plans to move forward with construction of a wind farm within its borders. Nearby Tazewell County is considering a similar proposal. The Southwest region of the Commonwealth provides class 4 (good) wind.

Grow Internationally With a Helping Hand

Operating a company has its challenges. Taking the leap to expand your business internationally can be downright daunting.

But it doesn’t have to be.

Since 2006, VEDP’s Global Network has helped nearly 200 Virginia companies navigate common international obstacles—language and cultural barriers and the like—and provide the services they need to set up shop overseas. The Network removes much of the risk by offering pre-screened, in-country consultants, who, in partnership with VEDP International Trade, deliver industry-specific market research. Recently, the Network expanded into 17 additional countries, including Bulgaria, Turkey, the Netherlands, Israel and South Africa, now providing in-country services in a total of 44 different countries.

Research available ranges from the best strategy for entering a particular market to information on distributors, competitors and potential clients. Once the company visits its target market, the Global Network provides a host of in-country services, including logistical support, matchmaking assistance and service provider contacts.

Nancy Cleveland of LC Technologies in Fairfax used the Global Network to find a reputable distributor in France.  LC Technologies has developed a unique technology that uses eye movement to control computers and monitor and record eye motion and related eye data. 

 “We really could not have found CIMIS [LC Technologies’ new distributor] in France without the help of VEDP’s Global Network,” Cleveland said. “It’s difficult to find good people in other countries, and VEDP has been invaluable in helping us locate CIMIS, a good match for our very specialized technology.”

During these difficult economic times, when U.S. sales are down for many Virginia businesses, it is vital that companies look beyond American borders for sales opportunities.  The Global Network providesnsion in December, Tessy Plastic’s January announcement is a strong indicator that injection molding companies are on the rise in the Commonwealth.

Operating in Lynchburg, Va., since 1997, Tessy Plastics plans to invest $4.8 million to expand its current 60,000-square-foot facility by nearly 30,000 square feet. The new space will be used for additional high-technology injection molding, robotics and assembly equipment, primarily serving the company’s growing medical sector. The project will create 60 new jobs, adding to the company’s 143-person Virginia workforce.

Tessy Plastics selected Lynchburg, Va., due to its proximity to the company’s customer base and confidence in the local workforce. “We at Tessy Plastics have an excellent, hardworking and honest workforce. With our great employees and the partnership with the city of Lynchburg and the state of Virginia, I look forward to investing in our future to make us a stronger, more efficient company which will help us stay competitive in a global market,” said Tessy Plastics President Ken Beck.

Virginia is able to attract leading plastics companies due to its strategic East Coast location, world-class transportation system, competitive operating costs and its highly skilled workforce, referenced above.  Virginia’s higher education system offers a number of training programs to meet the needs of the plastics industry. Those programs include the High Performance Manufacturing Technician certification offered through the Virginia Community College System, the Certificate in Polymer Manufacturing Processes at Danville Community College, the Advanced Manufacturing and Packaging Technology curriculum at Dabney S. Lancaster Community College, and the Center for High Performance Manufacturing and the Macromolecules and Interfaces Institute, both at Virginia Tech.

U.S. Secretary of Commerce Visits Virginia Company Paramount Industrial Cos.

U.S. Secretary of Commerce John Bryson recently toured the factory floor of Paramount Industrial Cos., located in Norfolk, Va. The visit came a day after President Obama’s State of the Union address, in which the President emphasized the importance of building the U.S. manufacturing base and keeping these jobs stateside.

Paramount Industrial is the first national mattress manufacturer to be Made in USA Certified®. Established during the Great Depression, Paramount Industrial is a third-generation, family-owned business that has been part of the Norfolk community since 1933. The company’s mattress line includes: A.H. Beard, Back Performance, Boutique Hotel, GoodNite Kids, Heavy Duty, Nature’s Spa, Quilt O PEDIC and Sleep for Success.

With mattress sales correlated to the housing market, Paramount Industrial has investigated ways to expand into international markets. Working with the Virginia Economic Development Partnership (VEDP), the company has visited China on multiple occasions to pursue sales opportunities. This past July, Paramount Industrial was accepted into VEDP’s Virginia Leaders in Export Trade (VALET) program as part of its 20th class. The award-winning VALET program assists established Virginia companies with their global marketing efforts through a two-year business acceleration program. It makes for a good read. The article underscores Virginia’s efforts to maintain a strong base of power generation from various traditional sources, while a variety of renewable resources and their associated technologies take on a larger share of the power-generation picture.
